By tapping on that banner, you can add new people to the group, but only if the group settings allow it. This makes it quicker and more convenient to add members without having to go through the group info screen.
The new feature that allows adding participants directly from the group chat is currently available to some users who have installed the latest WhatsApp beta version on Android and iOS. It will gradually become available to more people in the next few days.
